High-visibility clothing is everywhere—from bright yellow hoodies to reflective jackets and safety vests. But a fluorescent color alone does not automatically make a garment ANSI compliant.
For crews working near moving vehicles, heavy equipment, roadways, loading yards, or low-visibility environments, choosing the correct safety apparel matters. This guide explains what ANSI Class 3 means, how it differs from ordinary high-visibility clothing, and what to check before purchasing workwear for yourself or your team.
What is ANSI/ISEA 107?
ANSI/ISEA 107 is the American National Standard for High-Visibility Safety Apparel. The current published edition is ANSI/ISEA 107-2020. It establishes performance requirements for high-visibility garments, including the color and brightness of background material, retroreflective material, garment design, labeling, and minimum material coverage.
The standard is designed to make workers more conspicuous during both daytime and nighttime conditions. It does this through a combination of:
- Fluorescent background material
- Retroreflective or combined-performance material
- Placement that helps outline the wearer
- Visibility from multiple directions
The goal is not simply to make clothing bright. It is to help drivers and equipment operators recognize that they are looking at a person, even against a busy or low-visibility background.
Bright colors do not automatically mean ANSI compliant
A safety-yellow hoodie may be highly noticeable, but that does not necessarily mean it meets ANSI/ISEA 107.
A compliant garment must be designed and labeled as meeting the applicable standard, type, and performance class. ISEA specifically warns that products marketed online as high visibility may not actually comply with ANSI/ISEA 107, even when they use fluorescent colors or reflective-looking trim.
When buying safety apparel, check the garment label or the manufacturer’s specifications for language such as:

Type R, Class 3
Do not assume compliance based only on the product photo, color, or title.
What does ANSI Class 3 mean?
Performance Class 3 provides the highest level of visibility for pedestrian workers under ANSI/ISEA 107. Class 3 garments generally provide greater visible coverage than lower classes and use reflective material around the torso and sleeves to help identify the wearer through a range of body movement.
Class 3 apparel is commonly considered where workers may face conditions such as:
- Higher-speed vehicle traffic
- Reduced sight distance
- Night work
- Poor weather
- Complex visual backgrounds
- Heavy construction equipment
- Situations where drivers and workers have demanding tasks
- A need for the wearer to be recognized as a person from farther away
OSHA guidance describes Class 3 as appropriate where workers need maximum visibility, including certain nighttime and higher-risk work-zone conditions.
That does not mean every worker automatically needs Class 3. The correct selection should be based on the actual hazards and requirements of the job.
Class 2 versus Class 3
Both Class 2 and Class 3 garments are widely used in occupational environments, but they do not provide the same level of visible coverage.
Class 2
Class 2 apparel is commonly used where workers need enhanced visibility but the exposure level does not require the greater coverage of Class 3.
It may be appropriate for certain:
- Roadway and traffic-control operations
- Warehouses and distribution yards
- Delivery operations
- Utility work
- Construction environments
- Jobs near moving equipment
Class 3
Class 3 provides greater visibility and more extensive coverage, including requirements that help make the arms or full body movement more recognizable.
It is commonly selected for more demanding conditions involving:
- Faster-moving traffic
- Night work
- Reduced visibility
- Complex or congested work zones
- Heavy vehicle and equipment exposure
Federal highway guidance has historically required qualifying workers within certain roadway rights-of-way and temporary traffic-control zones to wear Performance Class 2 or Class 3 apparel.
The employer or site safety professional should determine the proper class through a workplace hazard assessment rather than simply choosing the highest number.
Why reflective placement matters
Retroreflective material sends light back toward its source. When vehicle headlights strike compliant reflective tape, the material helps make the wearer visible to the driver.
Placement matters because visibility should not disappear when the worker turns sideways, bends down, reaches, or walks away from the vehicle.
ANSI/ISEA-compliant garments use background and reflective materials arranged to help provide visibility around the wearer. OSHA training materials emphasize the importance of 360-degree visibility and the ability to recognize human form and movement.
That is why a few decorative reflective strips are not equivalent to a properly designed ANSI-rated garment.
What does Type R mean?
Many Class 3 jackets and hoodies are labeled Type R, Class 3.
Type R is intended for roadway and temporary traffic-control environments where workers are exposed to traffic or moving vehicles. Type R garments may qualify as Performance Class 2 or Class 3, depending on their design and material coverage.
Other product types exist for different work environments, but Type R is the label shoppers will commonly encounter when purchasing safety apparel for construction, roadside, utility, transportation, and related work.
Why some jackets must be fully zipped
Some ANSI-rated jackets state that the garment must be fully zipped to maintain compliance.
That instruction matters because the garment was tested and classified based on a specific configuration. Wearing it open can change the placement and visible area of the background and reflective materials.
Always follow the manufacturer’s instructions for proper wear. Do not assume that an ANSI-rated jacket provides the same certified performance when it is worn incorrectly, altered, covered, or left open.
Choosing the right high-visibility layer
The ANSI class is only one part of selecting the right garment. Workers also need clothing suited to the temperature, weather, movement, and demands of the job.
High-visibility hoodie
A Class 3 hoodie can be a strong choice for:
- Cool warehouses
- Dry outdoor work
- Loading yards
- Construction crews
- Everyday layering
It provides warmth and comfort but may not offer the rain or wind protection of a technical jacket.
Soft-shell jacket
A Class 3 soft shell works well where crews need:
- Wind resistance
- Light-weather protection
- Flexibility
- Breathability
- Less bulk than an insulated coat
Soft shells are useful for active work and changing weather, but the exact waterproof and insulation performance varies by product.
Waterproof insulated jacket
A Class 3 insulated jacket is better suited to:
- Cold-weather work
- Rain and snow
- Long outdoor shifts
- Roadside crews
- Utility and municipal operations
- Exposed yards and jobsites
Features such as sealed seams, insulation, storm flaps, removable hoods, and waterproof ratings can make a major difference in harsh conditions.
Check the label before buying
Before purchasing high-visibility safety apparel, verify:
- The ANSI/ISEA standard edition
- The garment type
- The performance class
- The manufacturer’s wearing instructions
- Size and fit
- Care requirements
- Whether alterations or decoration could affect compliance
Compliant apparel should carry a label showing its applicable type and performance class.
Also remember that reflective materials can become dirty, damaged, faded, or worn over time. Follow the manufacturer’s care instructions and replace garments that no longer provide adequate visibility.
The right garment depends on the job
ANSI Class 3 is not simply a premium version of a bright-colored jacket. It is a defined performance classification intended to provide a high level of visibility in demanding work environments.
The correct garment should be based on:
- The work being performed
- Vehicle and equipment exposure
- Traffic speed
- Lighting and weather
- Visibility distance
- Employer requirements
- Applicable federal, state, local, or site-specific rules
OSHA has stated that high-visibility apparel is required in certain roadway construction circumstances and may also be required under the General Duty Clause where workers are exposed to recognized struck-by hazards from public or construction traffic.
